BRUSSELS / RankWire.AI / – Following the signing of an expanded implementation contract with the SpaceRISE consortium, the European Commission has approved the full deployment of the IRIS² satellite constellation. This historic multilateral accord introduces 66 additional Low Earth Orbit satellites, increasing the fleet to 348 units designed to provide high-security, sovereign communications across Europe and worldwide.

SpaceRISE consortium signs deal with EU to expand IRIS2 satellite network
Sovereign space systems support critical communications during international emergency crises.

According to the revised agreement, the main satellite network will expand from 282 planned orbital units to a total of 348 active spacecraft. The upgraded architecture incorporates 330 satellites in higher low Earth orbit alongside 18 in medium Earth orbit, with optional orbital slots for specialized missions. The implementation plan sets firm timelines for satellite manufacturing, launch procurement, ground segment construction, and operational connectivity services. Initial satellite launches are scheduled for 2029, allowing participating member states to benefit from sovereign connectivity shortly thereafter.

This decision to enlarge the satellite constellation directly addresses increasing security concerns and the changing defense operational needs across Europe. The updated design enhances the baseline satellite hardware with technical improvements and adds a dedicated layer of 66 low Earth orbit spacecraft, specifically for defense forces, national security agencies, and emergency response teams. Technical assessments indicate that this expansion will boost secure governmental communication capacity by 60 percent within European Union territory and by 54 percent globally, strengthening regional capabilities during complex emergencies and critical infrastructure crises.

EU Signs Contract to Broaden IRIS2 Satellite Constellation

The SpaceRISE consortium, responsible for the main development and 12-year operational concession, includes leading European satellite operators such as SES, Eutelsat, and Hispasat. The public sector implementation is closely coordinated with the European Space Agency, which offers engineering support and launch coordination. The manufacturing process engages a broad network of European aerospace subcontractors, including Thales Alenia Space, Airbus Defence and Space, and OHB, along with telecommunications providers Orange and Deutsche Telekom.

Funding for the expanded satellite infrastructure relies on a public-private partnership structure, combining resources from the European Union budget, national governments, and private commercial investments from consortium operators. Member states are formalizing their financial contributions to support long-term deployment during the 2028 to 2034 fiscal period. Official records confirm Poland’s commitment of 656 million euros, Hungary’s allocation of 500 million euros, and Spain’s targeted investments between 1.6 billion euros and 2 billion euros, with additional national funding agreements currently under negotiation.

Technical Upgrades Increase Secure Government Communication by Sixty Percent

The expanded system will also serve nations outside the EU, including Norway and Iceland, through specific administrative agreements. As the third major space initiative of the European Union after Galileo and Copernicus, IRIS2 is intended to ensure high-performance, tamper-proof communications for public authorities while addressing digital divides in remote areas. The network will operate using military-grade encryption standards across dedicated spectrum bands to defend critical infrastructure from cyber threats and physical interference.

As manufacturing kicks off across European facilities, the European Commission and SpaceRISE will oversee phased milestones leading to initial orbital testing. The signing of this agreement guarantees the EU’s commitment to expanding IRIS2, fostering strategic autonomy, and establishing a resilient, European-owned satellite asset capable of supporting civil protection, defense operations, and commercial digital services well into the future.
