ROME, ITALY / RankWire.AI / – Italy has designated €1.55 billion for 59 water infrastructure initiatives across 17 regions as part of its national recovery plan. The Ministry of Infrastructure and Transport finalized the allocation within four months. These projects encompass aqueducts, distribution networks, and other systems that support water supply and infrastructure safety. The majority of the funding will go to southern regions. This package merges national recovery resources with additional financing from project beneficiaries.

Approximately €830 million, representing 53% of the total public funding, will go to Southern Italy. This exceeds the program’s minimum 40% requirement for the southern regions of the country. Beneficiaries will contribute about €683 million of their own capital toward the approved projects. In total, the combined investments will surpass €2.2 billion. The funds are allocated to improve water efficiency, bolster infrastructure resilience, and reduce losses across supply networks.

Italy distributes these funds through SFNIISSI, its financing scheme dedicated to strategic water infrastructure and ensuring water supply security. The program is part of the country’s PNRR recovery framework and leverages NextGenerationEU resources. Originally, €1 billion was available, but an additional €576 million was added in August, increasing the funding pool. Invitalia manages the application process, grant procedures, and project oversight. Meanwhile, the Ministry of Infrastructure and Transport supervises the broader water investment framework linked to these funds.

More than half of the funding benefits southern regions

Eligible recipients include public agencies and companies tasked with managing water resources and related infrastructure. Grants may cover up to 90% of eligible expenses for projects aimed at efficiency improvements and structural safety. Digital projects designed to reduce water losses may receive up to 85% funding. The application window opened on May 6 and closed on June 8 after a deadline extension. Officials then evaluated submissions and allocated the available funds across approved initiatives.

The latest round of funding targets infrastructure already identified within national planning and other priority programs. Supported projects consist of upgrades to aqueducts, distribution systems, and facilities that help secure a reliable water supply. Invitalia handles administrative processes related to grants and monitors the progress of supported projects. Beneficiary contributions push the total investment value well beyond the state’s contribution alone. The €2.2 billion-plus figure includes both public funds and additional contributions from recipients.

Funding builds upon previous water infrastructure initiatives

This allocation follows earlier PNRR investments in Italy’s primary water infrastructure. By July, the country had completed 48 water systems through another recovery measure, exceeding the target of 45. Among these, 37 were classified as complex infrastructure. Authorities also reported 79 individual interventions completed by 52 implementing entities. Approximately €1 billion in recovery funds supported 124 projects involving reservoirs and water systems for drinking, irrigation, and mixed uses.

Of the 48 completed systems, 25 primarily support irrigation, 20 serve drinking water, and three serve both functions. Italy has also programmed and financed over €6 billion in water-related projects through its broader infrastructure investment framework. The recent €1.55 billion allocation adds 59 new water upgrade projects to that extensive program. With the funds now assigned, these approved projects will proceed into the implementation phase under the established PNRR schedule and monitoring procedures.
